Regional
Revitalization Manager Project (Kamishihoro-cho, Hokkaido)

HVCSRI was selected as
a Revitalization Manager in FY2006 by Kamishihoro-cho,
whose project had been adopted to be one of the Regional
Revitalization Manager Projects operated by Japan Foundation
For Regional Vitalization (Furusato Zaidan) in cooperation
with Ministry of Internal Affairs and Communications (MIC).
In FY2006, HVCSRI provided support for the smooth execution
of the entire project by advancing various activities in
the region, such as the promotion of “local production
and local consumption,” revitalization of Naitai
Highland Farm and Nukabira Hot Spring, and provision of
health services utilizing regional resources. |
Feasibility
Study on Economic Vitalization Measures in Shikoku Region

HVCSRI conducted a field survey on venture
companies that may lead the Shikoku Region in the future,
SMEs that aimed for launching new businesses, venture funds
based on the local financial institutions in the region,
and also the pioneering examples of regional funds in the
nation. Analyzing the survey results, HVCSRI identified current
states and issues on funding in Shikoku Region. In addition,
HVCSRI proposed reference models for the “Shikoku Region
Revitalization Fund,” which has a hands-on function
for optimizing the regional resources and provides funds
for developing new projects and establishing industrial cluster
that utilize regional resources. Feasibility study on fund
establishment is also conducted. |
Survey
on the Use of ICT for High-value-added Agricultural Products
in Hokkaido

To increase the vitality and profitability
of the agricultural sector in Hokkaido, various targets are
considered to be met, which include more efficient and enhanced
management; combined business with product processing; training
for newcomers and successors to secure farming population;
accountability for safety to the consumers; development of
regional brand; and expansion of sales routes. This survey
focused on ICT as one of the measures to create high-value-added
agricultural products and proposed solutions based on the
technology. |

Knowledge Cluster Project “Sapporo
IT Carrozzeria” sponsored by Ministry of Education,
Culture, Sports, Science and Technology (MEXT) and local
governments has produced numbers of research results, and
their applications and commercialization in their business
arenas were requested. As a part of the project, HVCSRI organized
a group of specialists to compile a textbook, and hold seminars
for software engineers on the necessity and techniques for
user-centered design in various stages in software development. |

In promoting the commercial applications
of the research findings of the Knowledge Cluster Project “Sapporo
IT Carrozzeria,” HVCSRI performed research and examination
on the possibility of international partnership with several
regions. Based on the research results, HVCSRI coordinated
establishing partnership agreement among Torino Wireless Foundation,
Sapporo Knowledge Cluster Headquarters (NOASTEC Foundation)
and Hokkaido Venture Capital, Inc. |
“Research
Group on Evaluation and Audit Manual for Water Supply Services”
Organized

HVCSRI participated in the research on restructuring
of the water supply services and public-private cooperation
in the “Study Group on Evaluation and Audit Manual
for Water Supply Services” established by Creative
Research Institute “Sousei” of Hokkaido University
as one of the science and technology policy projects financed
through Technology and Science Promotion Adjustment Expenses
by MEXT. As a part of ongoing research, HVCSRI wrote a part
of a publication “For Continuous Water Supply - Restructuring
of the Business and Public-Private Partnership” (in
Japanese).

gathered and organized the information necessary for preparation
and establishment of a core organization “Manufacturing
IT Workshop (temporary title)” based on the functions
necessary for “Manufacturing IT Workshop with Human-centered
Designing” and research strategies towards commercialization,
aiming at the “Creation of Sapporo IT Carrozzeria” identified
in FY2004. |

HVCSRI conducted workshops for corporate
managers and government administrators on the necessity of
usability engineering in various stages in software development,
as well as hands-on workshops for software engineers on user-centered
design. Those workshops were performed for the purpose of
transferring the achievements of the Usability Solution Project
under the umbrella of Knowledge Cluster Project “Sapporo
IT Carrozzeria Initiative” into the region. |

Towards the realization of the “Sapporo
IT Carrozzeria”, HVC group identified, based on the
summary of the marketing research of the previous year, the
trends on “project management” and “usability” -
two key elements for commercialization, as well as their
positions in “Sapporo IT Carrozzeria.” Then the
specifications for the core entity “Manufacturing IT
Workshop” and research strategy targeting the commercialization
of the research results were identified. |

Biotechnology in Japan has started to move
up to the stage of commercialization from the stage of fundamental
research at research institutions, and the research results
have also begun to be applied to various fields such as healthcare,
preventive medicine, and foods with health-promoting benefits.
This research examined technological trends and individual
cases in the transitional period toward commercialization,
promising areas in the future, and case examples in regions,
putting together the trends of the advanced healthcare and
biotech fields as an industry. |

HVC group examined business models
for implementing the “Sapporo IT Carrozzeria” Initiative,
and presented action plans to give shape to the business
model as well as providing information to each research project
of the initiative and various supports including development
of the logic for realizing “Sapporo IT Carrozzeria.” Reviews
on technological fields, market scales for each research
project were performed based on peripheral study on each
research project; interviews with the actual researchers;
and evaluations from outside advisers. |

The group of companies in Sapporo region
has world-leading technologies in developing embedded software,
however; the reality is the high-value-added portions are
taken by enterprises in Europe, the United States or even
Tokyo, leaving them to endure the position of subcontractors.
HVC group presented a strategic theory targeting at the realization
of structural change into the new framework that enabled
them a strategic approach to the upstream processes as a
region, while succeeding their excellent technologies. |

on Biotech Incubation Promotion in Hokkaido

Hokkaido, under harsh economic conditions
due to reduced public construction works, cases of BSE, faces
the most pressing issue of exploring new markets and creating
employment. This research, in order to nurture and reinforce
the bioindustry that is expected to play a vital role in
restructuring the Hokkaido’s economy, which has been
fallen in critical conditions, presented an incubation model
for university spin-off biotech ventures that can facilitate
the research seeds left unused at universities and institutions
to develop into businesses, thereby, achieving economic growth. |

advanced and unique business content in Sapporo City, and
selected the six such companies for business evaluation.
The report also presented a model for the measures and support
