Announcement of transition to a holding company through divestiture

Hokkaido Venture Capital, Inc. has passed the resolution at the
extraordinary meeting of shareholders on March 22, 2007 that effective
on April 1, 2007, the company uses the corporate divestiture system to
become a holding company HVC, Inc. with three subsidiaries: newly
established Hokkaido Venture Capital, Inc., HVC Strategic Research
Institute, Inc. and HVC Global Investment, Inc.
